Need a Fuel Card?
If you need a replacement card because your card is lost, stolen, or
damaged, please report the problem to your Agency Fuel Card Coordinator.
Coordinators may order these replacements by logging onto the Mansfield
Oil website and using their username and password.
The on-line forms should be used to order new fuel cards only. Please use
the appropriate form for State agencies or Local agencies. Complete the
form with the correct information for your agency and vehicle then click
the submit button to send your request to State Fleet Management.
State Fuel Card System

The State fuel system program is one of the most advanced fleet fueling
systems of its kind in the entire country. The system takes facilities
owned by the State (about 100 sites) and combines their access with
retail sites using the same fuel card. This gives the customer nearly
3,000 fueling stations to choose from in the State of South Carolina.
The fuel card has a Wright Express affiliation which also offers
coverage throughout the southeast and the entire country. A full
listing of retail accepting locations can be viewed by clicking on the
red card. The fuel price is based on wholesale fuel prices taken from
the Oil Price Information Service (OPIS), a national publisher of gas
prices. The State uses the North Augusta, SC average rack price as its
basis. The price charged changes weekly based on this rack price.
Agencies are billed minus Federal excise taxes (available to any state,
county, or city government). This removes the burden on agencies of
filing for excise tax reimbursement. It also allows agencies to be
billed the same price for fuel no matter where they fuel removing the
diversion costs of driving miles in order to obtain fuel at the lowest
cost.
In September of 2002, the State entered into a new fuel management
contract with Mansfield Oil, in Gainesville, GA. This new vendor has
worked with the State to develop a website that allows for easy maintenance
of the fuel system program. This website allows customers to order fuel cards,
add and delete PINs, examine real time and archived transactional data, receive
exception reports, and view tank levels at owned sites by logging on with their
username and password. These features are restricted, but can be obtained by each agency's Fuel Card
Administrator, by emailing the SFM Fuel Card Coordinator, or calling (803) 737-1611.
